On April 17, 2025, Uzbekistan’s national venture capital fund, IT Park Ventures, officially launched its U.S. visit with a series of high-impact strategic engagements across the Bay Area. Held in San Francisco, Palo Alto, San Mateo, and Fremont, these visits marked a deliberate step toward embedding Uzbekistan’s growing innovation ecosystem into the global venture and industrial landscape.

Led by Azamat Karamatov, CEO of IT Park Ventures, the delegation met with leadership from Alchemist Accelerator, Draper University, SkyStone Games, and conducted a site visit to the Tesla Factory, aligning on themes such as cross-border investment, deeptech readiness, talent mobility, and sector-specific expansion. Together, these interactions reflect Uzbekistan’s emergence as a launchpad for scalable technologies and creative industries across Central Eurasia — with a strong focus on empowering Uzbek founders to build globally competitive ventures.

Throughout these engagements, Azamat Karamatov presented a comprehensive overview of Uzbekistan’s dynamic startup and venture landscape. In 2024, Uzbek startups raised over $203 million in venture funding, and IT service exports reached 78 countries. The rise of Uzum, the nation’s first unicorn, underscored this momentum. With more than 3,000 tech companies registered under IT Park and over 400 active startups — the majority in pre-seed and seed stages — Uzbekistan is positioning itself as a fertile environment for early-stage innovation.

He also highlighted the maturation of the venture capital market, with the share of local investors exceeding 50% for the first time in 2024 and a steady shift toward mid- and late-stage deals. Karamatov emphasized IT Park Ventures’ role as a strategic partner, offering not only funding but also access to international markets, mentorship, and long-term ecosystem integration.

To support international collaboration, he introduced key national initiatives such as the Zero Risk Program — which offers free office space, salary coverage, and tax incentives — and Enterprise Uzbekistan, a new legal and financial framework modeled after global best practices to attract startups and venture capital from abroad.

Alchemist Accelerator

Institutionalizing Investment Collaboration Across Borders

Founded in 2012, Alchemist Accelerator is one of the most selective B2B-focused accelerators in the world, with alumni such as Rigetti Computing and LaunchDarkly, and backing from top-tier VCs like Khosla Ventures, DFJ, and Cisco.

Following the meeting, IT Park Ventures and Alchemist Accelerator signed a Memorandum of Understanding (MoU) to establish a formal partnership built on four pillars:

  • Co-Investment Infrastructure: Joint evaluation of startups from Uzbekistan, the Uzbek diaspora, and Central Eurasia, particularly those working in enterprise SaaS and deeptech.
  • Programmatic Partnership: IT Park Ventures will serve as a strategic partner for the Alchemist Market Entry Program, launching in August 2025 in collaboration with IT Park Uzbekistan, Astana Hub, and Silkroad Innovation Hub — supporting founders from Uzbekistan and Kazakhstan in scaling to the U.S.
  • Reciprocal Market Entry: Alchemist-backed startups will receive support to enter Central Asia via IT Park’s incentive programs, while IT Park Ventures' portfolio startups will gain access to Alchemist’s Silicon Valley network.
  • Bilateral Events and Ecosystem Building: Co-hosted demo days, founder-investor exchanges, and shared deal screening mechanisms.

This partnership establishes a durable two-way bridge between Uzbekistan and Silicon Valley, fostering capital flow, knowledge exchange, and founder mobility.

Draper University

Advancing Entrepreneurial Capacity and Transnational Talent Mobility

Founded by legendary investor Tim Draper — known for early bets on Tesla, Skype, Hotmail, and SpaceXDraper University has become one of the world’s most influential startup launchpads. Its Hero Training Program has produced over 4,000 founders from 100+ countries.

Key outcomes from the meeting included:

  • Regional Cohort Participation: IT Park Ventures will support Uzbek and Kazakh founders in the October 2025 Hero Training Program by Draper University, in partnership with IT Park and Astana Hub.
  • Alumni Investment Syndication: Joint evaluation of DraperU alumni for potential co-investment and Central Eurasian market expansion.
  • Localized Curriculum Deployment: Exploration of bringing DraperU’s entrepreneurial and venture investment programs to Uzbekistan, adapted to regional needs.
  • Cross-Border Ecosystem Engagement: Joint events, mentorship exchanges, and startup and venture ecosystem development initiatives to connect Uzbek talent with Draper’s global community.

The partnership laid the groundwork for long-term collaboration on founder training, investment and transnational innovation readiness.

SkyStone Games

Positioning Uzbekistan as a Frontier for Gaming and Interactive Media Development

On April 17, a meeting took place in San Francisco between representatives of IT Park Ventures and Bill Wang, Co-Founder of U.S.-based SkyStone Games — a well-known publisher and co-developer of games for the global market.

SkyStone Games was founded by industry veterans, including Jeff Pobst (Founder of Hidden Path Entertainment) and Bill Wang (former senior executive at Perfect World). The company specializes in publishing indie and midcore titles, maintains strategic partnerships with key players, and has deep ties within the Asian and global gaming ecosystems.

During the meeting, Azamat Karamatov, CEO of IT Park Ventures, presented Uzbekistan’s value proposition for the gaming industry — including 0% tax incentives for IT companies, free office space, IT visas, and a rapidly growing game development community, currently ranked #1 in Central Asia. He also highlighted opportunities for localization, publishing, and regional distribution across the CIS and MENA markets.

Bill Wang expressed strong interest in expanding into Central Asia and establishing a regional hub for game development, QA, and support operations in Uzbekistan. Both sides discussed the potential for collaboration with local studios, as well as co-investment opportunities with IT Park Ventures, and agreed to continue discussions around launching a dedicated SkyStone presence in Uzbekistan.

The IT Park Ventures team also extended an invitation to SkyStone Games to participate in ICT Week 2025 in Tashkent this September, and to explore co-investment opportunities in local gaming projects.

This meeting marked another important step in positioning Uzbekistan as a competitive destination for global gaming companies. Collaboration with industry leaders like SkyStone Games opens new doors for local developers and strengthens Uzbekistan’s potential as an export-oriented hub for digital products.

Site Visit: Tesla Factory – Learning from the Frontier of Scaled Innovation

In addition to formal meetings, the delegation visited the Tesla Factory in Fremont, gaining firsthand exposure to one of the world’s most advanced hubs for robotics, automation, and manufacturing innovation.

The visit provided deep insight into how early-stage technologies — such as machine vision, industrial AI, and advanced materials — are scaled into global production systems. It also highlighted how startups integrate into Tesla’s supply chain and what type of technical and regulatory readiness is required.

Crucially, the visit sparked discussion on how startups from Central Eurasia — with a strong focus on Uzbek founders — can better prepare to participate in this global innovation economy. The need for targeted support across prototyping, compliance, and industrial partnerships was a key takeaway.

These insights will be incorporated into IT Park Ventures’ future investment strategy, and to IT Park’s acceleration design, and founder support infrastructure — ensuring that Uzbek-led deeptech ventures have a path to scale beyond borders.
